Scyther wanted to refuse. It didn't want Ryan to take this risk, but after seeing Ryan's determined gaze, it nodded in agreement.
Seeing that Scyther had entered the Focus Energy state, Ryan took out another Poké Ball and taunted Ursaring:

Ursaring, already burning with anger, couldn't stand such provocation and directly raised its claws to strike Ryan.
