Unlike the first wave, the location of the second wave could not be predicted, it could appear at any point at any time and so they had to leave.
Keeping their entire force localised in one position would have been the best thing to do but it wasn't really an option— random gate spawns had already started appearing all around the city, if the shelters remained unprotected by a curse bearer or two then they would fall.
And if the shelters fell… then they would have failed their principal task.
They were split into four groups to handle each of the four shelters. Due to the shortage of curse bearers, Thalia alone would handle the first shelter all by herself, only Natasha, who was a non-curse bearer would be escorting her.
Kiera was paired up with Elise to man the second Shelter, with Kiera's telekinetic ability and Elise's teleportation they were a formidable force.
