ACP Sulaiman Qazi, Inspectors Imran Wani and Arjun Rathore, along with their supporting officers, sit in a briefing room as DCP Shamsher Singh lays out the new rules. The tension in the room is thick.
DCP Shamsher Singh:
"From this day forward, every operation you conduct will be under strict supervision. No unauthorized raids, no independent investigations. You will only take cases assigned to you by the government. Any deviation will result in immediate suspension."
The officers exchange uneasy glances. The once-powerful Black Squad is now just another department under government scrutiny. The mood is grim, but duty calls—there's been a high-profile murder, and they've been assigned to solve it.
The Case: A Businessman's Murder
Mumbai's financial district is in shock. Rajesh Verma, a powerful businessman, has been found dead in his corporate office. The crime scene is pristine—almost too clean. A single bullet wound to his chest, no sign of forced entry, and an encrypted note left on his desk:
"The Whisper Ends Tonight."
Black Squad arrives at the scene, but unlike their past cases, they are not in control. Local law enforcement is handling the case, and Black Squad is merely assisting. This is a bitter pill for ACP Qazi to swallow.
ACP Qazi (to Shamsher Singh):
"We used to lead investigations. Now we're just observers?"
Shamsher Singh:
"Follow the rules, ACP. Or you'll have to watch from the sidelines."
Imran and Arjun begin their analysis, but every step requires approval. They send the note for decryption but are told it will take 48 hours for clearance.
"We don't have 48 hours," Arjun mutters.
Without their usual freedom, they quietly start their own parallel investigation.
The Restrictions: Black Squad Struggles
Every move they make is slowed by bureaucracy. When they request Rajesh Verma's phone records, they are told to file a formal request. When they identify a suspect, they must wait for clearance to interrogate them.
Meanwhile, DCP Shamsher Singh is keeping a close eye on them. He knows their old ways and expects them to break protocol—which is exactly what they plan to do.
Imran Wani:
"If we don't act fast, the killer will slip away."
ACP Qazi gives a silent nod. They'll have to work around the system.
Breaking the Rules: The Secret Interrogation
Black Squad identifies a former associate of Rajesh Verma, Amit Naik, who had a heated argument with the victim the night before. But before they can bring him in, they need government approval.
Arjun doesn't wait. He secretly follows Amit Naik, watching as he meets an unknown figure in a parking lot. When he gets too close, he's ambushed.
A brief hand-to-hand fight ensues in the shadows of the parking lot. Arjun overpowers the attacker, but by the time he looks up, Amit Naik is gone.
Arjun returns to HQ, expecting to be reprimanded for acting without orders. Instead, ACP Qazi and Imran approve of his actions.
ACP Qazi:
"We do things their way, and the case goes cold. We do things our way, and we catch the killer. We take the risk."
The Conspiracy Unfolds
The decrypted note finally arrives. It reveals that Rajesh Verma had been investigating a major financial fraud involving government officials. The murder wasn't personal—it was to silence him.
DCP Shamsher Singh orders them to stop the investigation immediately.
DCP Shamsher Singh:
"This case is bigger than any of you. It's out of your hands now."
But ACP Qazi refuses to back down.
ACP Qazi:
"We were assigned this case. We will solve it."
Qazi and his team know that if they proceed, they might lose their badges. But they also know the only way to truly serve justice is to continue the case—off the books.
The Final Confrontation
The team secretly follows a lead to an abandoned warehouse, where the real mastermind behind Rajesh Verma's murder is hiding.
Inside, they find corrupt officials, businessmen, and hired killers. The place is filled with armed men.
A brutal action sequence follows:
Arjun engages in a fast-paced hand-to-hand combat scene.
Imran disarms an attacker and uses his own gun against him.
ACP Qazi takes down the last opponent with a brutal finishing move.
Finally, they corner the main conspirator—a high-ranking government official.
ACP Qazi (gun aimed):
"Game over."
But before they can arrest him, DCP Shamsher Singh arrives with a SWAT team.
The Consequences: Black Squad is Caught
DCP Shamsher Singh arrests the conspirators, but he also reprimands Black Squad.
DCP Shamsher Singh:
"You solved the case, but you broke every rule. You're done."
ACP Qazi and his team are forced to surrender their badges and weapons. They are no longer independent.
Post-Credit Scene: The Black Squad Seized
At Black Squad HQ, a convoy of government officials arrives. Men in suits and uniforms enter the building and begin seizing documents and shutting down operations.
A memo is posted on the wall:
"Black Squad is now under full government supervision. No independent actions. No personal investigations. Every decision must be approved."
The camera lingers on ACP Qazi, standing in the middle of the empty HQ.
For the first time, he feels powerless.
