Kagetsu didn't go into further detail to explain this forbidden technique to Nagato, but instead used it as an example to prove that souls from the Pure Land could indeed return to the ninja world in a different form, once again interacting with this world.
Of course, the summoned beings would still be controlled by the user under the limitations of the jutsu.
But as a forbidden technique, it naturally carries risks.
For example, if the summoned deceased is too powerful, or if they have knowledge of the Edo Tensei technique, the user might accidentally suffer a backlash from the deceased and lose control.
