As to why the Empire wasn't afraid of Legendary Mages, it wasn't because the Empire itself had Legendary Mages.
Rather, it was because they could communicate with large Magic Organizations and, by paying a certain price, get those people to take action.
Even some Legendary Mages might originally have some ties to the Empire. It was just that they did not hold any official positions within the Empire; but once a powerful Empire exerted its strength, it certainly wouldn't fear two Legendary Mages.
For the Empire, however, the presence of a Great Mage was definitely an aspect of combat power that could not be overlooked.
