The Disciples who did not become one of these 9999 disciples will only be able to become a recorded disciple who trained outside the peaks.
For them to have the opportunity to join the seven peaks they would have to make sufficient contribution.
If they failed to do so in 3 years they would be expelled from the sect.
Zhou Yuan and Yaoyao were guaranteed to pass & that to at the top of Top because if they couldn't then that meant there won't be anyone qualified to do so in this batch.
It's just it seemed like it would be too easy for Zhou Yuan, while this was good for the short term but it could become potentially dangerous in the long term.
