Muffingale was close to the border, so it stood to reason that it would be heavily guarded. Even before Bee and Ess rattled Agavon's strings, the town had already featured stalwart security. It was the first stop for most people travelling from neighbouring countries, and the vetting that followed all new entrants – immigrants, mostly – was particularly harsh.
Naturally, all this was handled by the National Bureau of Defence.
And as it were, the Bureau was actually an organisation under an international movement called the Global Security Inclusion. It oversaw security standards over all the countries that signed the Concession of Novel Ordinance after the First Myriad War. Directors trained under the GSI were sent to nations across the globe with authority and task of recruiting powerful Utility Users from said nations to create firm Bureaus of Defence.
