Due to the heist, the capital went on an even more severe lockdown than when the jailbreak happened. This time, the army inside the Grand Barrack was mobilized. No one was allowed to travel in or out of the capital. Every house, including the nobles, was searched. This went on for a full two weeks.
Despite going from house to house, the capital was still a huge city. It was impossible for the army to cover every corner, especially the slums or the more shadowy districts. They wrecked many places in the slums, but the people in these areas were mostly uncooperative, so their search was not optimal. These areas were where the Demon Gang chose their secret hideouts.
Even if they somehow stumbled into the secret hideout, there was little they could do. They could search but wouldn't find anything because they could not access Amon's black space ring.
